At any time, including the time of inspection, the director of public development
may order the immediate cessation of any work which poses a serious threat to the
health, safety, or welfare of the public, violates any law, or which violates the
terms and conditions of the permit and/or this division or issue an order to correct
work which does not conform to the permit and/or applicable standards, conditions
or codes.
