The surgeon general of the United States has identified smoking as "public health enemy No. 1" in light of its role as the leading cause of premature death and disability in our country. The board of commissioners recognizes that secondhand cigarette smoke causes lung cancer in nonsmokers and is a major source of indoor air pollution and toxic chemical exposure for county employees. The board of commissioners, therefore, is dedicated to providing a healthy, comfortable and productive work environment for county employees.
