It shall be unlawful for any person to construct, place, or cause to exist any structure
or improvement (including, but not limited to, roads, trails, docks, signs, and landscape
features) of any kind under, upon, in, or over the authority's property unless such
structure or improvement has been authorized by a permit, lease, license, or other
written agreement that has been issued by or executed by the authority and such structure
or improvement complies with the terms and conditions of such permit, lease, license,
or written agreement.
