§ 12. [Purchases over $5,000.00.]

Formal sealed bids shall be received for all purchases in amounts over $5,000.00. Advertisements for such bids shall be published for two consecutive weeks in the official organ of Jackson County. The need for such bids may be dispensed with by the board of commissioners if it decides that an emergency exists which will not permit a delay.
