§ 17. [Expenditures.]

No expenditures of county funds shall be made, except in accordance with the county budget, or amendments thereto, adopted by the board of commissioners. The county manager shall enforce compliance with this provision by all departments of county government and, to this end, shall institute a system of allotments of all moneys appropriated and budgeted.
