§ 25. Rules and regulations for operation of projects.

It shall be the duty of the authority to prescribe rules and regulations for the operation of the project or projects constructed under the provisions of this act [article], including the basis on which water and service facilities, sewerage service and facilities, or both, shall be furnished.
