§ 28. Purpose of the authority.

Without limiting the generality of any provisions of this act [article], the general purpose of the authority is declared to be that of acquiring, equipping, constructing, maintaining and operating adequate water supply, treatment and distribution facilities and sewerage collection, treatment and distribution facilities; making such facilities and the services thereof available to public and private consumers and users located in Jackson County and their environs, including municipalities inside and outside said county, and to adjoining counties; extending and improving such facilities; and doing all things deemed by the authority necessary, convenient and desirable for and incident to the efficient and proper development and operation for such type of undertakings.
