All applications for a comprehensive plan amendment by a private property owner shall
be completed on the department's application form and include such attachments as
necessary to identify the property that is the subject of the application. A non-refundable
fee, if any, as set by the board of commissioners from time to time, shall accompany
the application. Completed forms, attachments, fees, and any additional information
the applicant deems pertinent, shall be filed with the public development department.
